The EA schedule was aggressive due to the client’s deadline for negotiating its lease agreement with the State of Hawaii, Department of Land and Natural Resources – Land Division. TLCG was able to publish the Final EA ahead of the projected timeframe for completion. The Final EA was published in accordance with HRS Chapter 343 in 2014.
